can anyone tell me the missing value of the capacitors C21-25......and yes what is Q1???? is it a noise filter or an oscillator???

PM3 from Microchip is the latest 'Universal' Programmer. It is very costly.

Does anyone have the details of the same?

I think, C21-C25 capacitor is a noise filter,but how to confirm it ? I do't!
