PIC microcontroller problem

Hello,
I am trying to program the PIC16LF1823 with ICD3. But it is giving error "Target device was not found (could not detect target voltage VDD). You must connect to a target device to use ICD3."

Please help me in resolving this issue.
 

power up your device or select ICD3 to provide power to your device.
