What are the models of your XBEE and GSM modules?
What language are you using?
There are many topics those discuss how to send AT-Commands to XBEE, GPRS, GSM modules and MODEMs.

Please be more specific.

you would usually connect these devices to the serial ports of the PIC18 - the device you are using has two USARTs

I would suggest talking to the GSM first, e.g. send a text message to your mobile phone
when that is working move onto the XBee - you would need another Zigbee device to talk to the test the code
