Phase modulator circuit ?

If the Modulation Signal is analog, applying of the derivative of that signal to a FM ( VCO..) will create PM.(VCO response time will limit the Phase Changings of the Carrier)
Or, using IQ Modulation by fixing either I or Q signal while the other is changing and using this in a IQ Modulator if the Modulation Signal is purely binary..( Only I or Q will shift on the Constellation)
