PC can't recognize a GTP USB Lite programmer

I recently built a GTP USB Lite programmer following the documentation on

ali3nworld.blogspot.com


When i connect it to my pc , it does not detect the programmer giving a "USB device not recognized" error.

I dont think that there are any hardware errors in my circuit. I cant understand why the circuit does not work.

Also in our college many people have tried building USB programmers for PIC as well as AVR. Unfortunately only 1 out of 5 work. Most of them have the same problem.

Programmers brought from commercial firms also do not work .
Do we need extra precaution while building a USB programmer ?

Can anybody give a hint as to the solution ?

however, please try with info in the attachment.the schematic you used, appears partial.
