So this question is probably pretty dumb. Is there a passive circuit, like a filter, in which the output changes amplitude vs. a phase change of a CW signal at the input? Thanks, Yendori

This means that there are active circuits but I am not sure of passive. Oh yes pre-distortion circuit is nothing but the AM to PM circuit. You got the answer.
