passive phase filter - doesit exist?

phase filter

I had a rough weekend so my brain isn't working very well. So this question is probably pretty dumb.

Is there a passive circuit, like a filter, in which the output changes amplitude vs. a phase change of a CW signal at the input?

No.

There ARE circuits that will take TWO inputs of differing phase and use that info to produce an output.

All the amplifiers behave AM to PM conversion near saturation. This means that there are active circuits but I am not sure of passive.

Oh yes pre-distortion circuit is nothing but the AM to PM circuit.
