Depends what you mean by "work". At what power level
under what cooling conditions for how long, and like that.

At least smearing the "fish paper" with silicone heat sink
goop on both sides, might optimize the heat throw to
paper-limited (eliminating thermal contact issues from a
non-conformal mechanical stackup).
