padding in WiMax and cluster concept

hi,
can anyone tell me where exactly we do padding in WiMax ...
is it after randomizer and before FEC encoder or
after FEC encoder but before interleaver ...
if so then what is the difference between padding and packing ...


i have a small doubt on cluster formation.i know that cluster is the basic building block of PUSC, each cluster contains 14 subcarriers on frequency axis, now i want to know across how many symbols does it span on symbol(time) axis, is it across 2 symbols or only one..
please help me out

A cluster is a fundamental block in downlink PUSC. It spans over 2 time symbols .
It looks like this

Where d is data carrier and *P* is pilot carrier[/b]
