P-CAD moving Component betwen Layers

I'm using P-CAD 2006 and I want to move a Component from Top Layer to Bottom Layer.
The component orientation invalidate the Flip Solution, and when I try to move it by SHIFT + T or Edit-> move to layer (I select the component change to the destination layer and go to the option) but all the time appear the same window:

Hi.
To flip component, select it and simply press the F key.
 

select the component then press "F" . it will flip the component.
