overcurrent protection in LM723

Hi there,
I have a problem with "over current protection" feature of LM723. according to the docs when a voltage of 0.6v detected between CL and CS pins, the out put voltage should be droped, I have assembled the Figure.4 diagram of datasheet but the desired feature did not happen.
the output voltage of the IC (which drives the Base of the external transistor)drops just when I short-circuit the output of the circuit!! I think this is short-circuit protection, so what about overcurrent protection of this IC?!

What is the value of the Rsc resistor? Please attach your assembled circuit (all resistor values).
 

I have attached assembled circuit. Rsc resistor is 0.3 Ohm/1W.
