my question is what will happened when we connect a crystal with a value greater than the maximum MIPS supported by a microcontroller???
e.g i have seen a schematic in which when person has connected a 28.345 Mhz
crystal with a ATMEGA644 which is 20MIPS at 20MHZ at the maximum .
then why we do such things and what is actually going on in such cases?

Overclocking is possible, but you have to check the results.
BTW, the CEO of Rabbit semiconductor made his first hit by increasing the clock of Z80 from 6 MHz to 12 MHz although the known maximum clock was 6 MHz
