I have just a small two part question

[ A ] when taking on a RF project such as a High Frequency Receiver is it essential to use Oscilloscopes to get the desired frequency?

[ B ] Say if i have a Schematic for a 1MHz to 900MHz RF Detector and wish to increase the Frequency
range how would i go about this would i have to change the whole circuit ? or could i use different coils ..
