What is the difference between "at intermediate points with in a cable where two fibers are joined and at intermediate points in a link where two cables are connected"
 

sounds like the first requires a splice of two fibers, while the later is where you hook up a connectorized end of a fiber.
 

the former refers to the fiber optic splicing...
