Can anybody explain the construction of OTA and why it is being used in the design of filters
 

OTA is defined as iout/Vin which means the output current delivered by OTA is governed by the differential voltage across its input.
 

the next stage that after the filter should be a capasitive load. So, need a filter that construc by OTA to drive it.
 

It is used in filter design because you can replace an inductor by an OTA an a capacitor. Capacitors are better integrated than inductors, so, using OTAs and capacitors you can manufacture more complex and accurate integrated filters.
