Configure the op-amp was an inverting amplifier with two equal input resistors. Let the feedback resistor equal the value of the input resistor. Connect a -2V fixed voltage to one of the input resistors. Connect the variable input to the other input resistor. You now have an amplifier with a gain of -1 with an output offset voltage of +2V. When the input is +2V, the outut is 0. When the input is -2V, the output is +4V.
