well, actually, most FSM's are binary encoded. Suppose you had an IDLE state in your FSM encoded as the 000 state. Also suppose this state is always entered upon exitting any other state. If you use zero one-hot encoding, the number of flip flops toggling would be half: 100->000->010->000->100->000 etc.
