Hi,
British Customer has presented us with a number of products which comprise
150W Offline SMPS's (240VAC). They don't have a PFC stage in them.
The bias supply has failed in all cases. We simply fix the bias
supply and they work again as new. They have 100's of these failed products,
and they are wanting us to repair them and so they can send them back to customers.
Is this legal?.....because when the customer bought these products the Power Factor laws
didnt exist, so is it legal to repair them and send the repaired ones back to customer?

These products were legal when the customer purchased them.

Occasionally I've heard the term 'grandfather clause' or 'grandfathered in' used in regard to existing equipment. If it was constructed prior to the new legislation then it's exempt. It provides a grey area for such transitions to be done.
I know nothing further although your specific situation might be in that category.

I'd be more worried about country of manufacture origin, creepages and clearances - and will you be stuck for repair or replacements costs if they fail in the field for other reasons after you have touched them. ? ? ?
