I Have A Part Call XC2V1500-4FF896.
I'm Using Most Of It's I/Os (Some Banks Are Full Completely).
The Question Is How Many Signal Layers Do I Need In Layout ?

Why you don’t check Virtex II data sheet. There you will find all the necessary information regarding your question.
 

4 signal layer is possible, but I would recommend 6.
 

That depends how many different voltages are you using, how fast are your signals (SI problems), how good is your PCB manufacturer. I used XC2V1000 in FF896 package and 10layer PCB with 6 signal layers (trace width of 5 mils) one ground. Other 3 layers were for 3.3V, 2.5V, 2.75V, 1.8V, 1.5V…. If I wanted to use only 4 signal layers I had to use 3 mils traces, which is more expensive...
I also recommend 6 signal layers.
 

In Xilinx Virtexii datasheet It have the solution of all Bga package output signal layers. you can find the reference design there.
