New symbols seeing in the threads which is saying closed. What is the actual meaning of it? Felt initially closed by the user but still we can interrogate in the thread. Attaching picture for the reference. Capture.JPG
 

That is not a new icon, a closed thread is a locked thread in which no new posts can be made.

A normal user can't open or close a thread, only moderators have the needed privileges to do so.
 

Not quite clear about the answer...Please explain clearly
 

The meaning of which icon is particularly unclear to you? They seem pretty self-explanatory. And they are not new, as already mentioned.

A closed thread can be viewn, but you can't post in it.
