u can use
ns2
glomosim...but a problem wth this s u hav 2 draw outputs manually...graph like items...using matlab
implementing using matlab...but 4 large scale simulation , not useful..

it depends on ur work...

what do you mean "create"? you wanna design a new network simulator on linux? em, sounds great, but too hard...

or you just want to run a simulator on linux? if so, you can try the ns2, it's free and easily to install on linux.

aha, so if you are a LInux user, i would suggest the ns-2 ( during my researches i found out that it is the most used one )

The answer to your question is as follows:
if you are working in the physical layer : MATLAB is the best
if you are working on the upper layers: OMNET, QUALNET or OPNET are prefered
