Then your pcb or LM317 is shorted from the Adj pin to the input or the output.

hi, I checked for the above condition, but found no shorts.

If your "220 ohm resistor" is actually only 22 ohms then the current in the pot might be 57mA which might burn the pot if its resistance is set low.
