Need your help about Circular Control Algorithm

Hi everyone!
I want to control 6 relays (connect to capacitors) by pressing button (manual ) or auto control to adjust the power factor. The capacitor is closed or opened depends on the Power Factor. The method is called as Circular control which means First-in-First-out ( Capacitors are closed in the same orders as they were opened). To control the relay I use a shift register with latch register(like HC595).
Please help me about this algorithm.
