Getting back to the original question ... I would look at the work of Jame Maloney and Glenn Smith. They have several paper using FDTD in cylindrical coordinates, but the paper that comes most readily to mind is "Optimization of a conical antenna for pulse radiation ..." in IEEE APS, July 1993.
