At what voltage level do you need 3kW...? If you want 1kW from a 220v, 3W source at the same voltage level, it will be against the law of conservation of energy!!
P = VI where P is the power, V is the voltage and I is the current.
For your scenario... 3 = 220 * I...so I = 13.63mA
You can play around with V and I but can never change the P!!
