With jumpers some configuration is set. Its manual and hardware settings. Jumpers allow users to use hardware on different way with various configurations. Can set freq/voltage of CPU, memory,.... some special functions on motherboards. Best is to see manufacturers user manual for that motherboard what you have to check what you can configure with that jumpers.
