Hmm.. It's difficult to restrict the range of jammer. Suppose if you have a jammer of output power 1 watt, effective range of jamming would be say 50 feet. The person next to you can't even hear a thing in his phone, even though he receives signals from base station of 100 watts field strength from 800m away. Reducing the output power can lessen the intensity of jamming.
