I want help how to design digital level sensor circuit

Hi,
Do you mean actual level of a digital signal or a process level like amount of water in a tank?
 

This depends on the type of measurement:
Liquid level
Pressure
Temperature
?
Are the measurements in discreet steps like upper limit / lower limit
or
Defined range like 0 - 100Kpa or 0 -10cm Hg with infinite number of steps (analog) or 2n steps (digital) ?
 

Here is a Microcontroller based water level controller which monitors the OHT as well the sump tank, with HI-Low voltage protections for the motor and all vital functions displayed on the LCD. Complete project with description, PCB layout and codes.

There are liquid pressure sensors available that give industry standard 4-20ma output. Probably the best long term reliability, they would require calibrating to compensate for the shape of the tank, probably a lookup table if irregular size.

Ultrasonic is of low cost with high performance you would like to. The liquid sensor has a compact and solid state design. You will need the LR series for measurement purposes and all the stainless steel and pushbutton setup.

Designing digital-cricket with micro-controller is much more easier then in any suggestion u can get.
