need for power estimation a behavioral level

i am giving a seminar on this topic.
someone please help me with this question.
what is the need for a power estimation at behavioral level when a power estimation can be so accurate at gate level or circuit level.
Since less data is available about the design, it is much more difficult to estimate power at this level.

i know one reason..may be to save time since once the gates are processed in the next level..it will be pretty hard to change the design then.
if its behavioral level,it is still more flexible to make any changes.
can some one give some more reasons..please..
