Need controller to drive a PCIe x16 device

PCI Express Controller?

Does anyone know if there's anything out there that will let me use a microcontroller's GPIO pins to drive a PCIe x16 device? There must be something out there that'll let me control a PCIe device, but I've not been able to find it, despite searching!

Thanks to anyone who can point me in the right direction!
