Can any one help with a LCD 320x240 Project to Connect to a 82C55 peripheral Interface. I have found a LCD 640x480 controller with the ATmega8515 and the hex file it has ram with other parts on the PCB is Eagle format

Are you looking for a GLCD interfaced to a 82C55?

Here's a T6963C Datasheet, a popular GLCD Controller, which has an example application circuit with PPI (82C55) on pg 35:
