Need a device which can sense voice and give voice output

hello guys
i want to make a device which can detect a particular voice And after reciving particular command it can give some voice ( may be a particular sentece) as output . pls if someone can give me the necessary ic or microcontroler required for this .

I have seen a controller with internal voice comparator

HM2007 Ic is not available at local market it have to export from usa and it costs little high do someone have any alternet solution .
