necessity of having max 232 on rfid side

It largely depends on the specific RFID reader.

What is the model number of the RFID reader you are utilizing in your design?

Can you post a link or upload the datasheet?

According to the datasheet output is either TTL UART or Wiegand Protocol, therefore no MAX232 transceiver is required.

I habe bought the em18 rfid reader module which has max 232 on the module
so is it necessary to use another max232 to interface with with atmega 16
