Some companies or educational institutes can not afford the manufacturing costs of ICs on silicon wafers as they do not need to manufacture large number of chips they just need a prototype of an IC so they don't need the whole wafer,so they share the the wafer with other small projects so as to divide the masks' costs on them and reduce the overall cost,there is companies specialized in collecting the different projects from different companies all over the world and arrange them to be fabricated on a single wafer and they call this a multi project wafer.
