Is MTECH essential for pomotion in the post of a VLSI engineer?

I have heard that MTECH is necessary for higher promotions in VLSI field .Is that true?is there any definite bound for BE/BTECH above which they cannot rise?
what are the extra benefits MTECH people get over BE/BTECH?
 

What does MTECH stand for?
Is M for Master?
 

I doubt it over time, but may start you further up the ladder.
