MPEG2's frame_rate and bit_rate relationship?

Hi all,

I am learning MPEG's rate control scheme and confused with basic problem.
Does MPEG2 support frame_rate lower to 15~20?

The MSSG (**broken link removed**) encoder take a lot of related code rate parameters.
Such as frame_rate, bit_rate, and vbv_buffer_size. Are they independent with each other?

Any suggestions will be appreciated!
