MPEG2 Quantization Problem

Hi all,

I am reading book "MPEG Video Compression Standard". And confused with some idea.

First, why the nonintra quantization have a dead zone around zero?

Second, the book said "in intra coding, values are rounded to the nearest integer; whereas in nonintra codeing, values are rounded to smaller integer". Why?

Any suggestions will be appreciated!

1, because after motion compensation, much correlation has been remove and thus a lot of DCT coefficents are close to zero. So ....

For the second one, I have to think about it.
