mp3 decorder ic uses bitstream format. why?

Philips mp3 decorder ic UDA1344 uses bitstream as input. why it doesnot take binary file? binary file size will be much smaller than bitstream format.

What is the advantage of using bitsream?

bitstream is same as binary file!bitstream also consists of bits which have a certain syntax associated to it(mp3 synatax) which is decoded by mp3 decoder.
