The IC is 9775 as attached pic.

i not found the schematic or service manual but which type of fault is in your dmm. does it shows any display ?
again that ic is having any manufacturer name or any other series no. like la, tda etc

No manufacturer mark on ic as its seen in the picture.
DMM does not turn on and no display, everything seems normal and ok, all components seem ok,
I could not check any volts in IC pins !

the ic may be a micro controller like atmega programmed for the dmm function find any 5v regulator in series with 9v battery

Working voltage is 2x1.5 volt battery and there is no regulator and no transistor,

I think its some special IC just for Kaise or any OEM manufacturer.
