i want to know how to design Ic
what is basic process to design and, or not gate ic
can i use vlsi techniques to design gates

You can use CMOS to make GATEs . Designing a simple gate IC will also require fair amount of work.

For this, you must learn back-end ASIC design tools. If you are interested that way, learn in that dimension.
