Does Modulation scheme increases or affects data rate? How? I am particularly referring about the Optical or Submarine Optical Communications Perspective.

Data rate and capacity are two different things. Capacity is the theoretical limit. The answer to your question is yes, modulation affects data rate. If you use M-ary modulation, then you are transmitting log2 (M) bits/channel use. So, obviously, if you increase M you increase the data rate.
