mismatch in transformer primary and secondary voltages

I had wound a transformer to be operated at 100kHz. But the primary and secondary voltages are not satisfying the relation N2/N1=V2/V1. What does this mean???? does that mean that the transformer is not working??
 

Give full details, input voltage / output voltage you get.

Probably the frequency does'nt match.
