how can we make the PSU for LED bulb series from 230V ?,

Is it safe to go with transformer less ?
what does the cheap bulbs from market do for the PSU : ?

Cheaper products have voltage lowering with capacitor and resistor in parallel, and products with higher quality have small SMPS inside.

Transformeless is not safe!

what should i do if i need more current ?

This circuit from Danyk web support up to 13W, this is above transformeless capabilities. If you need more power use bigger trafo core, stronger wires, use higher numbers of TNY IC. The higher part the number, the higher the potential power.

Also take in mind that power leds need some cooling heatsink, 10W of led on small area and space is not easy to cooldown, consider special case for that led bulb.
