metal mask layer in Allegro

Could anyobody explain to me what "metal mask layer" is? And how to generate it in Allegro?

You are talking about stencil for Paste Mask. Depending on board design and type of soldering or assembly processes, PM stencil is made of different thickness 4, 5, 6, mils for example.
In Allegro there are many ways to create Paste Mask layer easiest one is to use at component level when you are making your Footprints. Or you can add at board level but is not a recommended practice.
