how to measure value of any component which has been already mounted on the pcb & when that pcb is not powered up?for eg.value of resister or capacitor
 

Mostly impossible, depend on the circuits.
 

hello, servicemann dont talk anythink what ever u like have you ever test that thing we can measure any component on the board even though they are mounted this is my personal experience

Most of the time you can not measure the exact value, it depends on the circuit. But you do can make some good guess

many electronic componets when fail, they go to opened or short circuit. So if you measure opened or short sometimes it is good enough

semiconductors can also be measured most of the time, so in practice it is very rare when you really need to unsolder a component from the board to measure it
 

Since when a component is installed on the board, there may be a number of other components making various loops and having differnet resultant values.... so its better to get one leg desoldered before measuring any component value.

Either smd or through hole most of the time you wont get correct value. Only way is to remove from pcb and measure.

For theoretical readings, refer to color codes (resistors) and numeric codes (capacitors).u must be knowing this m sure.

For practical readings,One way is to trace the circuit.First measure power supply current,then if u hav a resistor in series,remove one resistor end(not the one towards the power supply) and measure the current drop and calculate resistance. compare it with theoretical readings.if in parallel , remove the adjacent path and then measure. Same goes for capacitors n stuff
