Measuring under and over frequency

Could you be more specific? Under and over frequency of what? A pendulum? Solar eclipses? A sine wave? A complex wave?
 

Getting information out of you is very difficult.

Can't you use a frequency meter like jiri said? Or Spectrum analyzer?

WHAT ARE YOU TRYING TO DO???!!!! WHAT DO YOU WANT FROM US???
 

standard frequency is 50Hz, 46Hz is under frequency and 54Hz s over frequency.based on this I need to control some device.....

For such case you can use a set of fork resonators like in the classical mains frequency indicator and use light sensors to activate the low or high output. Or, build a resettable counter from TTL circuits, with a digital comparator to get the desired outputs. You can build a simple frequency discriminator with a RC network,and a set of comparators. You can program an Arduino for the same operation.

Take one version and start doing something!
