Does anyone know of a test specializes in Testing Q of custom size caps and inductors?

If you resonate your component, feed it RF from a generator via a high impedance coupling (small capacitor?) and then measure the voltage across the circuit, normalise it to 1 at the maximum output, measure the frequency of the generator at the -3dB points (.7071 Vmax). The centre frequency/change of frequency (+ -> -) is the Q. Do the calculations, then re-calculate for the output impedance of the generator and input impedance of the voltmeter (CRO?). Repeat at different frequencies?
