How can measure the voltage of the 3 phases Relative to each other At a time With AVR ?

Hi,

Without a single specification it is useless to discuss.

Voltage range, frequency range, isolated, how often do you need an output value, what resolution, what precision...
Instantaneous voltage, true RMS voltage, fake RMS voltage

With "voltage relative to each other"...
* maybe you just mean a differential measurement.(but maybe you mean a percentual output voltages)
Differential:
* L1 - L2
* L2 - L3
* L3 - L1
Use three ADC channels. Measre each phase voltage individualy, then subtract in software.
Or use three difference amplifier circuits to build the difference at the analog side, then feed them to an ADC each.

I agree with Smijesh
Three isolation, stepdown transformers are the way to go to prevent damage and/or electrical shock.
 
The resistive divider is not possible?
