in cadence how can we measure the dynamic power....

You can use HSPICE to do the simulation. You can switch the input at your desire frequency and measure the average trans power and I guess that would be dynamic power.

AFAIK virtuoso is a layout tool. It does not have any inbuilt capability to perform simulations and measure power. I did take a look at the user guide of Virtuoso and it does not have any information regarding measuring dynamic power. You need to do the extraction from the virtuoso and use a simulator to perform simulations and measure power.
