Maxwell's Equations question

Examining Maxwell’s equations, determine the condition(s) under which the electric field vectors E, D become decoupled from the magnetic field vectors H, B.
 

All sources produce Electromagnetic fields. That is the combination of Electric and Magnetic fields. In reality Electric and Magnetic fields always exist together. Theoretically we can say that Electric & Magnetic fields can be separated in in static case.

In a Static field case, all charges are fixed in space (they do not move as in real life time varying field). As a result of these fixed charges, current is constant (dq/dt= K) and the strength of Electric field generated is the function of value and geometry of all charges. Such an electric current is also known as Steady state current, whose Electric & Magnetic fields are constant in time with same wave number.
