Frequency Independent Antenna is the key phrase for you to search with. This is a very well researched topic. Generally, periodic geometric ratioed structures fill the bill. One is an equal angular spiral. Another is commonly used phrase is Log Periodic. This subject takes several hundred pages in antenna books. The spiral types are more nondirectional. The linearily log periodic are directional and have gain.
